Mega Lifters to Operate Pasig River and Pagadian Ports under 15‑Year PPA Contracts

JUNE, 2022 – Mega Lifters Cargo Handling Corp. has secured two 15‑year terminal management contracts awarded by the Philippine Ports Authority (PPA) for Pasig River Port in Manila and Pagadian Port in Zamboanga del Sur .These developments are part of the Philippine Ports Authority’s (PPA) ongoing privatization efforts under the Port Terminal Management Regulatory Framework (PTMRF).

Mega Lifters Cargo Handling Corp. will oversee full-spectrum port operations at both Pasig River and Pagadian ports. This includes managing cargo and passenger movements, roll‑on/roll‑off services, bagging of bulk materials, container and general storage, weighbridge operations for shipping accuracy, stevedoring tasks, and comprehensive logistical support. Supported by skilled staff, reliable equipment such as cranes and forklifts, and adherence to safety and environmental standards, the company aims to maximize throughput and maintain smooth, efficient operations across both facilities

Pagadian Port in Zamboanga del Sur

Mega Lifters officially assumed operations following a formal turnover on December 9, 2022, just a week after receiving the notice to proceed on December 2. The company is tasked with overseeing cargo handling, Ro-Ro services, bagging operations, container and storage management, weighbridge services, water distribution, sanitation, and auxiliary logistical support. The port plays a vital role in inter-island trade and connectivity in Mindanao.

Both port contracts fall under Tier 3 of the PPA’s PTMRF and were awarded via open public bidding following a pass/fail evaluation model in accordance with Administrative Order No. 12-2018. This process ensures transparency and efficiency in the selection of terminal operators.

These agreements are part of the broader PPA privatization program, which began in 2020 and aims to modernize and streamline port management nationwide. To date, the initiative has encompassed at least 18 Tier 3 ports, including those in Puerto Princesa, Ormoc, Legazpi, Zamboanga, Iligan, Tacloban, Matnog, Surigao, Tagbilaran, and more. Through these partnerships, the PPA seeks to enhance service quality, reduce government expenditure, and attract private-sector investment in maritime infrastructure.
